Sen. Ron Johnson: If We Won’t Change Filibuster Rules, Senate GOP Should Fund DHS With Reconciliation

Wisconsin Republican Sen. Ron Johnson urged his colleagues to use the reconciliation process to fund DHS for the rest of President Trump’s term if they aren’t willing to change the Senate’s filibuster rules to break Democratic opposition, during an appearance with Maria Bartiromo on FNC’s “Sunday Morning Futures.”

MARIA BARTIROMO, FOX NEWS: Look, do you really want to roll the dice, like Lisa McClain just said, and count on this funding for this in a reconciliation package? Do you think you have the support for a reconciliation package before the midterms, so that you can get your priorities achieved? SEN. RON JOHNSON: Well, again, we fully funded ICE and CBP through the end of this fiscal year. So the people rolling the dice right now are Democrats who think — or Republicans in the House thinking Democrats will ever agree to anything other than what we have on the table, got on the table, which is funding the rest of DHS, using the funds in the One Big Beautiful Bill to fund through the end of this fiscal year. Now, from my standpoint, what we also need to do is, we need to move to a reconciliation appropriation process, because Democrats are going to continue to obstruct this. I think you’re also aware of fact that the split in the Senate in terms of a filibuster is those of us who believe the Democrats will do it next time they have the power and those who are hoping beyond hope that they won’t. Again, we would all like the filibuster to stop Democrat legislation when we’re in the minority. But the fact of the matter is, as long as we have the ability to stop legislation with the 60-vote threshold, we’re going to have these problems in the Senate. BARTIROMO: Well, you may have the ability right now — I don’t know if you have got the support among Republicans, but you may have the ability right now to get rid of the filibuster. If you’re so sure that the Democrats are going to get rid of this filibuster when they return to power, why aren’t you doing it? JOHNSON: Well, again, that’s what I’m recommending. We have a lot of Republicans in the House — in the Senate that recognize legitimately the filibuster has prevented awful Democrat legislation in the past. Again, I just think they’re going to do it, they’re going to pull the trigger when they believe it. But let’s face it. Reconciliation doesn’t require a 60-vote threshold. So, if you’re going to roll a dice on anything, let’s move toward reconciliation as quickly as possible, get as much of DHS funded as we can with Democrat votes. Again, that’s what we can do, other than CBP and ICE. That’s funded through the One Big Beautiful Bill. Move immediately to a rapid, very focused reconciliation package that will fund DHS for four years through fiscal year 2029, and then come up with a standby reconciliation appropriation process to really trigger, it starts in the beginning of October, when the appropriation process breaks down because of Democrat obstructionism again.
