Bernie Sanders and Steve Bannon spoke separately at the Pro-Human Assembly &#8212; a bipartisan risk and regulation summit about AI, in Washington on Tuesday, calling for strict government guardrails and controls.   Sanders proposed pausing advanced AI and banning artificial superintelligence, while Bannon demanded executive action, corporate accountability, and restrictions on tech exports to China. Both argued that technology oligarchs can not be allowed to determine humanity&#8217;s future.  &#8220;When you are racing toward a cliff, you don&#8217;t just ease up on the gas pedal,&#8221; Sanders said. &#8220;When the future of humanity is at stake, we need binding international safety rules, not voluntary standards from the industry.&#8221;  He called for a total ban on an &#8220;AI smarter than any human and capable of operating independently beyond human control,&#8221; comparing it to nuclear weapons and calling for an agreement with China.  A superintelligent AI that escapes human control will not simply be an American problem. It will not be a Chinese problem. It will be humanity&#8217;s problem,&#8221; Sanders said. &#8220;Despite living in a so-called democracy, the public has had virtually no input into the AI revolution that is transforming the world in which they live. Congress, under both Democratic and Republican control, have been asleep at the wheel. And we now have a president whose ignorance regarding this issue is truly embarrassing. Virtually all of the decisions regarding the development of AI have been made by a handful of the richest people in the world.&#8221;  &#8220;AI has the potential, as I think we all know, to do some extraordinarily good things in terms of health care, prescription drug development, and in many other areas. But the bottom line here is that our job as human beings, in our country and throughout the world, is to make sure that AI works for all of the people and does not simply end up making a handful of the richest people on Earth even richer.&#8221;  &#8220;The American people, at the grassroots level, are far ahead of their government on these concerns,&#8221; he said. &#8220;81% of people believe Congress and our government have not done enough to regulate AI.&#8221;  &#8220;We&#8217;re not doomers. We&#8217;re Americans. We&#8217;re optimistic. We think this could be a great technology, but we&#8217;re not going to give these guys carte blanche,&#8221; Bannon said. &#8220;They want is to socialize all the risk with the American people, including potential bailouts when they come, and they want to keep all the upside.&#8221;  &#8220;I think Senator Sanders did a very good job of summarizing the risk. Obviously, he and I have a quite different opinion of the president of the United States, but we&#8217;re trying to rise above partisanship,&#8221; Bannon said.   &#8220;That is an enormous bet because the bet is predicated upon massive productivity increases with no job loss. Now, does that make sense? I&#8217;d like someone to put pen to paper and walk me through the math because I don&#8217;t understand it,&#8221; he said. &#8220;They&#8217;re teeing it up to socialize the risk among the American people, both in liabilities and on the financial and the debt side.&#8221;  &#8220;I don&#8217;t think you could find any two harder partisans than Bernie Sanders on the left and Steve Bannon on the right&#8230; This is a hinge in history. We have to handle this correctly. This has to be the American people.
